Brazil’s health industry is grappling with the challenge of health information interoperability. This issue arises from a confluence of factors including the decentralized nature of the Unified Health System (Sistema Único de Saúde or SUS), a complex regulatory environment, and socio-economic disparities. The Brazilian healthcare system is a patchwork of public and private initiatives. Public healthcare services are distributed through federal, district, state, and municipal facilities under the SUS, which is designed to provide comprehensive coverage across various levels. Private health facilities operate independently or through health plans and insurance offered by health maintenance organizations (HMOs), which also engage in partnerships with SUS for certain services. The crux of the interoperability issue in Brazil lies in the fragmentation of health data across these various platforms. With health information scattered across multiple locations and services, achieving seamless data exchange between public and private entities is a complicated and labor-intensive task. Effective interoperability requires a standardized approach to information exchange to ensure all involved parties adhere to the same policies and technical specifications. Brazil has made notable strides in recent years towards resolving this issue. The Ministry of Health (MoH) has been at the forefront of these efforts. Starting in the mid-2000s, the MoH initiated steps to integrate and streamline the flow of health information. A pivotal moment came in 2011 when the MoH established regulations for health information standards and interoperability. This regulation, meant to harmonize data exchange protocols among SUS systems and private health entities, set a foundation for improved quality and efficiency within the health ecosystem. But that’s only one regulation among many ongoing public policies and strategies. These initiatives are designed to overcome the inherent fragmentation of the health system and to foster a more integrated approach to healthcare delivery.
